PR.GOV Digital Government Platform
DIC. 2020 - Launched the unified Digital Government platform to incorporate all digital services. The first available services are related to the Demographic Registry. During the one-week pilot program, over 3,500 service requests were processed.
Electronic Signatures Guidelines
DIC. 2020 - Crafted the guidelines for the implementation of electronic and digital signatures to support digital government processes and services.
Remote Work Guidelines
DIC. 2020 - Crafted the technology guidelines to implement the Remote Work Program by all government agencies.
Digital Fines
NOV. 2020 - Launched the digital fines system providing 400+ police officers with a mobile device to issue traffic fines. Transformed a manual and inefficient process into a 100% digital and real-time process. During the one-month pilot program, over 13,500 fines were issued.
NOV. 2020 - Launched the Digital Renewal for the Puerto Rico driver's license through the CESCO Digital mobile app. This is a historic milestone in the digitalization and innovation of government services in Puerto Rico. During the one-month pilot program, over 7,500 citizens had renewed their licenses online.
OCT. 2020 - Launched the virtual driver license through the CESCO Digital mobile app. Puerto Rico became the 1st USA jurisdiction in offering a virtual license with legal validity as per Act 141-2020.
Proposal Evaluation Guidelines (PEGs)
OCT. 2020 - Crafted the PEGs to establish for the first time clear criteria on the acquisition of technology goods and services and the execution of technology projects in the Government of Puerto Rico. The PEGs contain 18 categories of specialized criteria.
Technology and Innovation Budget
JUN. 2020 - Procured a historic budget of $69.7M for PRITS in its first budget petition since its creation by law to fuel the innovation and technology agenda of the Government of Puerto Rico, focusing almost 50% of budget on interagency infrastructure improvement.
2018-2020 - Launched the CESCO Digital mobile app that includes various driver and motor vehicle services with a minimal investment of $741K. More than 1M citizens have used the app to pay $38M+ for 480K+ fines.
Puerto Rico Act 122-2019
FEB-JUL. 2019 - Aid in the crafting of bill PS236 and advocated for legislative approval of what became PR Act 122-2019, the Open Data Act. This act establishes open data as government public policy and required to publish data according to standards and best practices. It also creates the role of Chief Data Officer (CDO) of the Government of PR.
Puerto Rico Act 75-2019
FEB-JUL. 2019 - Aid in the crafting of bill PC749 and advocated for legislative approval of what became PR Act 75-2019 to create the office of the Puerto Rico Innovation and Technology Service (PRITS) and the Chief Innovation and Information Officer (CIIO) and the Chief Technology Officer (CTO) roles.
The Intelligence Matrix (TIM) Platform
JUN. 2018 - Launched TIM, a data platform with an Executive Dashboard, that tracked the progress of over 600+ government initiatives. It included 160+ data sets from 10 agencies, related to health, public safety, economic development and education.
StatusPR Platform
SEP. 2017 - Launched StatusPR, a disaster response and recovery progress data platform, after Hurricane María hit the island. StatusPR received over 3.8M views. It was highlighted by federal agencies and in national and international media.
